22nd Nov 2009: The Grand 3rd District conference of SNEA(I) Jaipur District : A Report: The Grand 3rd District conference of SNEA(I) Jaipur was efficiently and effectively conducted in a jampacked Air Conditioned Conference hall of Hotel Neelam,Jaipur from 12-00 Hrs onwards on yesterday i.e 21st Nov-2009. Following Distinguished personalities attended and addressed the well attended Open Session which was conducted in evening at 18-00 Hrs immediately after Delegate Session: 1) Chief Guest PGMT Jaipur Hon’ble Shri P.K.Agrawal. 2) Our beloved GS SNEA(I) Com.G.L.Jogi. 3) Circle Secretary SNEA(I) Raj Circle Com.S.K.Sharma. 5) CWC member SNEA(I) Raj Circle Com.R.R.Sharma 6) Vice President SNEA(I) Raj Circle Com.A.K.Jain. 7)District Secretary SNEA(I) Jaipur Com.S.S.Rajput(Welcome Speech and Key note address) The Open session was presided over by District President Jaipur Com.R.A.Somwansi and very impressively and effectively anchored by Com.I.J.Sharma. Chief Guest PGMT Shri P.K.Agrawal in his address emphsised on full utilisation of BSNL infrastructure as well as work force to compete with competitors. GS Com.G.L.Jogi concentrated his address to issues related to the growth and profitability of BSNL. He also highlighted the crucial decisions of CWC held at Shillong. The long-drawn out battle by the Association to bring out a greatly favourable BSNL MS R/R, breaking open the more than three decade old bottle neck, the DGM and MT rectt, pay scales of JTOs and SDEs, merger of 9.4% of IDA, perks etc. also figured in his address. Erosion of profits of BSNL is a serious concern, which will eventually reflect upon the paying capacity of the Company. Any further dent in the profits will make it difficult to retain even the present pay structure. After the address, GS interacted with the members for over an hour on various issues such as profitability of BSNL, IPO, ITS absorption, BSNL MS R/R, DGM and MT rect, pay scales of JTOs and SDEs, merger of 9.4% of IDA, perks, full pension option for EPF etc. CS Com.S.K.Sharma concentrated on providing quality of service to the subscriber in mobile and EVDO so that the migration of them stoped. Vote of Thanks was presented by Com.R.A.Somwansi. After Open Session delicious Dinner was arranged for members and invitees at venue itself. Delegate Session: In the delegate session at 14-00 Hrs DS Com.S.S.Rajput presented DS report for their period which was approved by house amidst big applause. Thereafter District Treasurer Com.R.K.Sharma presented Treasurer Report for the same period which was also approved and passed by house with big applause. Adjournment of Existing District body & election for new office bearers for next term: After delegate session President Com.R.A.Somwansi dissolved existing district body and appointed Com.I.J.Sharma as election officers. All office bearers including President Com.R.A.Somwansi, DS Com. S.S.Rajput and District Treasurer D.L.Khandelwal were elected unopposed and unanimously. Circle Secretary Com.S.K.Sharma administered the oath of office to newly elected Jaipur SNEA(I) district office bearers. Subhash Chaudhary In his brief speech put light association activities and on a very burning issue of survival of our services and development of BSNL. ACS Com.J L Jhajhra replied that association always fought for implementing policy in true spirit and manner and we will ensure that No injustice is going to be made with any individual. He appealed all for keeping faith & patience in Association. Meeting with DDG (Estt), DoT: GS along with AGSs met DDG (Estt), DoT and discussed: a) Clarification sought by BSNL on seniority of 270 SDEs: We requested him to expedite the clarifications sought by BSNL on the seniority of 270 SDEs working as Adhoc DEs. The entire process of regularization of remaining 2400 Adhoc DEs are delayed due to the seniority issue. He promised that the clarification will be sent to BSNL at the earliest after taking legal opinion. b) Approval of Pay scales of JTOs and SDEs: We requested him to approve the E1A and E2A pay scales immediately as the JTOs are given provisional E1 scale starting with Rs. 16400/- only. The case is pending with DoT for months together. BSNL Board approved the pay scales along with other scales and sent to DoT for its approval, but these scales are not approved by DoT so far. Since the pay scales are not approved, the Time Bound Promotions for JTOs recruited in 2001 and 2002 year are also not getting implemented. Similarly the same case of JAOs and AOs also pending. c) Option to continue in CDA scale till promotion / retirement: Since matter is not settled so far, the pension of about 700 Executives are not getting settled for several years. During absorption process thousands of Executives exercised this option by refunding arrears to the tune of one to two lakhs. If it is not settled, then all of them face recovery of pay for the last nine years. We couldn't meet Member (Services), as he is attending a Parliament Standing Committee meeting. He will be in office only on 24th. |

Meeting with Director(HRD): GS along with AGSs, Com Khan and Com Sebstian, met Director(HRD) and discussed the following issues: DPC from JTO to SDE under 67 % quota : The DPC should be immediately notified for the vacancy years 2008-09 and 2009-10 and necessary action be initiated in this regard, we urged upon director(HRD) who assured us that he would direct concerned officers to initiate appropriate action in this direction . LDCE from JTO to SDE: The LDCE from JTO to SDE for about 4400 TES Gr B vacancies should be immediately notified against the vacancy years 2006-07 and 2007-08. The resultant vacancies for the year 2008-09 may also be taken into account before notifying the exam, we requested Director(HRD). Favourable consideration of our request and early notification of the examination was assured. Regularization of adhoc STS officers: The process of regularization of about 2300 existing adhoc STS officers which is stalled due to legal reasons needs to be expedited as early as possible. We informed Director(HRD) that we are not averse to any kind of arrangement that helps in regularization of adhoc STS officers at the earliest. Director(HRD) informed that BSNL has send the legal opinion that it has received from its legal counsel representing BSNL in Supreme Court to DOT for taking a final view on the matter. Promotion from STS regular to JAG: Immediate steps may be taken to initiate the process for promotion of recently regularized 280 STS officers to JAG. Director(HRD) informed that this process is expected to be completed shortly and necessary action to promote these regular STS officers to JAG has already started. DPC from SDE to Adhoc STS: We requested Director(HRD) to direct CGM/J&K to take appropriate action to ensure early listing of the case by BSNL in J&K High Court so that the interim stay granted by High Court is vacated as soon as possible by submission of facts before Hon’ble High Court. Director(HRD) spoke to CGM/J&K to initiate immediate action for early listing of the case to enable BSNL Hqs to issue promotion orders from TES Gr B to adhoc STS as early as possible. Referendum of Associations: Dir (HRD) informed that this issue is under active consideration of BSNL management since the committee constituted to finalize the modalities for holding the referendum has submitted its report. ACP of Civil & Electrical: We informed Director(HRD) that since the committee constituted for the purpose of deciding the issue for Civil/Electrical etc has already finalized and submitted its report which we understand is positive and addresses the issue appropriately, there is no point in linking the issue to other cadres and thus unnecessarily delaying it. We impressed upon the Director(HRD) to get the necessary orders to remove the anomaly in respect of Civil/Electrical etc issued at the earliest, and we were assured by director(HRD) that he would discuss the issue further with the concerned officers. Continuation in CDA scales till the date of promotion/retirement: The pension of all the persons who have availed this option is not being settled by Jt.CCAs. GM (Est.) has already asked for the requisite information from the circles but no major circle has provided the same. We requested Dir (HRD) to kindly issue DO letters to CGMs to send the information at the earliest. Dir (HRD) asked us to remind the same in the next week as GM (Est.) will be available next week only. |

Scheme and syllabus for LDCE from JTO (T) to SDE (T) notified. Consistent efforts of SNEA (India) resulted in this notification and change of scheme into OMR system even though some groups tried their best to stop the LDCE as last time. The examination will be on OMR evaluation basis. There will be two papers of 100 marks each with 3 hours duration. The minimum pass mark for each paper will be 50% for 'OC' and 45% for 'SC/ST'. DE cell will issue separate notification intimating the date and time. CWC at AJMER: Circle Working Committee Meeting of SNEA (India) Rajasthan Circle was held at Lions Club, Ajmer on 4th of Oct 2009 and was attended by all the representatives of various districts of Circle as well as circle office bearers. A well organised meeting was held and all members spoke extensively on the main issue of conducting next circle conference . All DSs highlighted the local problems faced by the comrades of Rajasthan Circle in their SSAs. The meeting was chaired by Com. P.C.Devpura Circle President Rajasthan Circle . Com.S.K.sharma CS addressed the house and briefly discussed the current organisational matters and requested all DSs and Circle office bearers to mobilise the association activities and work for growth of BSNL. The house uninamously desided follwing issues:- 1.Next Circle conference will be held at UDAIPUR in the month of April 2010. 2. For bearing the expenditure of Circle Conference, All DSs are requested to collect Rs. 200/= per member as conference fee and clear all dues (CHQ+Circle quota) positively upto 28th Feb,2010. 3. The delegation fee of CC is decided Rs.500/= per delegate. 4. The house demanded the association to takeup an action regarding providing the best quality of service in place of fast development. 5. The association felicitated the Sh. R. N. Shakyaji (Jaipur), Sh. J. P Sharmaji (Ajmer), Sh. Shuklaji (Ajmer) on their superannuation retirement. UF clearly told the Management that the notification not only discriminates and denies the really meritorious, but is also violative of the DOP & Trg guidelines and various Supreme Court Judgments as it will lead to the creation of "a class with in a class". SNEA(India) succeeded in getting approval of change of scheme and notification even though one Association was tried to stop it and deny the promotions to 4400 JTOs. Last time also they tried to stop the LDCE by different court cases, but they could not succeed because of the tough stand taken by SNEA (India). For the first time in the history of DoT/BSNL, hundreds of JTOs who had just completed 3 years of service got promotion to SDE(T) because of SNEA (India). Brief of RRs. 1. Rules will be called as BSNL Management Services or ‘BSNLMS and will be effective from 11th July 2009.
3. Method of Recruitment, Field of Promotion & Minimum qualifying service – In the lower grade for appointment of EXECUTIVES on promotion to DE/CAO/AGM a) From directly recruited MTs, to the extent of vacancies to be decided by the BSNL Management every year, subject to 50% of the posts. (b) 50% of posts by promotion from SDE/AO or equivalent level executives by selection cum seniority from regular SDE/AO or equivalent grade of the concerned stream who are Engineering graduates/graduates with total qualifying service of 7 years. Educational qualification for executives to be promoted to the grade of DE/AGM/CAO shall be engineering degree or equivalent in Telecommunications, Electronics & Computers / IT/ Electrical for Telecom Operations & graduate or equivalent in respect for Finance of BSNLMS. However, existing incumbents, regardless of educational qualifications, holding the posts of Executives on regular basis on the date of notification of these RRs shall continue to be eligible for promotion to the grade of DE/AGM/CAO.
6. All Gr. A officers of various services recruited by DoT and absorbed as Gr.A will rank en block senior. 7. Promotion to JAG will be done from amongst the executives at STS level on regular basis from a seniority list of MTs & promoted STS executives in the ratio of 1:1. 8. On promotion fitment will be done under FR 22(1) (a) (1) or as per the company rules from time to time. 9. The number of management trainees to be recruited will be decided by the BSNL Management each year. 10. Promotion to JAG and above will be based on ‘selection by merit’. For promotions to STS, JAG, Jt GM, Add GM, GM, Sr GM, qualifying service shall be 7, 4, 5, 4, 5 & 8 years in one rank below. 11. Existing regular TES Gr B or equivalent, regardless of educational qualifications, on the date of notification of RRs, shall be eligible for promotion to the grade of STS. 12. The posts of STS (other than 50%) remaining unfilled can be filled up by promoting eligible Gr.B (SDE and equivalent) officers on adhoc basis if deemed necessary by the Management. 13. After promulgation of BSNLMS RRs, group B executives shall be promoted to/regularized in STS, depending upon the vacancies of their respective quota, as per the provisions of RRs. Those working in STS on adhoc basis shall, after their regular promotion as STS, be given adhoc promotion to JAG, depending upon JAG vacancies. While making adhoc promotion to JAG for the first time after the notification of these RRs, relaxation in the Eligibility service will be considered as a one time measure subject to the approval of the Management Committee. 14. New 29th June 2009: Historical CWC meet at Shillong Held on 26th & 27th June 09: A brief Report: : The two day Historic and Glorious Central Working Committee meeting of SNEA(I) was successfully held on 26th & 27th June 2009 at Hotel Orchid, of Shillong the capital city of Meghalya, This CWC was unique and historic in the way that for the first time in the History of Association development of BSNL agenda replaced the conventional HR related Agenda, Right from the 25 page brief Report and address of GS to the report of each and every Circle Secretary every one submitted his views, opinions, suggestions and concerns over the falling market share of BSNL, steep decline in revenue, Poor response to new 3 G and Blackberry services and Falling Profits of Company were primarily and mainly discussed in two days discussions and deliberations. On the first day CS Com.S.K.Sharma submitted his detailed report on achievements of Rajasthan circle, Service & SSA wise wise detailed Growth report, He however told the house about Huge potential of Rajasthan which till now has not been fully exploited by Management due to various reasons like Political interference, Biased and favored treatment given to our competitors, Improper utilization of available recourses, Poor workmanship and support, even Shortage of EVDO cards, No proper maintanance of BTS, He demanded immediate maintanance team for BTS as well as Broad band, these two are mainly responsible for slow or poor growth of telecom services in Rajasthan. On second day in Organizational report CS submitted report on SNEA organization in Rajasthan and told house that membership of Association has been increased considerably during last few months as more and more number of executives. Some of prominent HR issues which were touched by CS in his report were equalization of only JTOs, SDEs & DEs but not any other cadre in Rajasthan, discrimination in posting of new recruited JTOs etc. |

ASSOCIATION STRONGLY PROTESTS AGAINST THE PICK AND CHOOSE METHOD ADOPTED IN MODIFICATION FOR LDCE POSTING: GS SNEA(I) and GS, AIBSNLEA along with other CHQ office bearers met DIR(HRD) and GM(P) and strongly protested against the arbitrary modification order issued in LDCE posting without following any criteria on a pick and choose method. GM(P) told that all are spouse cases or compassionate ground cases, we pointed out that most of the genuine compassionate ground cases and spouse cases are not considered. We made it clear that this type of pick and choose modification is not good for the organization and those who obeyed the orders and joined at tenure stations are very much frustrated and demoralised. We demanded immediate and thorough review of all pending genuine cases where the officials obeyed the orders and which have been deliberately ignored by the Management. Association took a strong exception to this arbitrary method of posting of people on promotion and made it very clear to the management that the Association would not allow such a style of functioning of a few senior officers. Association strictly demanded implementation of criteria based transfer and posting of officials. DIR(HRD) agreed to review the entire pending cases and discussion will continue tomorrow. Around 200 agitated members including those joined at CO recently in LDCE were gathered in the BSNL CO during this time.
Pay revision: The cabinet, headed by Prime Minister Manmohan Singh, approved a proposal to merge 78.2 per cent of dearness allowance (DA) with basic pay as against the 68.8 per cent DA merger announced in November last year as recommended by GoM. As a result, the total emolument on a basic pay of Rs. 100 would become Rs. 231.66 after considering 30 per cent fitment on basic pay plus DA and differential pay (DP). In the previous decision, this came to Rs 219.4. HRA will be effective from the date of issue of order by DPE i.e 26.11.08. Remember the struggle never goes in vain. Eventually after three months of fight by oil sector and grand show of solidarity by ‘Forum In Defense of CPSUs’, finally the government has yielded to the valiant fight put up by our oil sector comrades.
Issue related to option to continue in CDA scales till promotion/retirement: BSNL CO has issued orders asking for details regarding the option. CSs, SSA secretaries and CHQ office bearers are requested to take note of the same and expedite the process to get the details from all the DDOs at the earliest.

MEETING WITH GM(Pers): GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Pers) and discussed: 1. JTO(T) to SDE(T) DPC: Since the CR & SR from almost all the Circles reached BSNL CO we requested to expedite the DPC process. GM(P) assured that he is trying to complete the DPC by this month end so that promotion orders can be issued by mid-April. We also demanded to clear entire 1993 year in this promotion order by taking into account of the 2008-09 vacancies also. GM(P) informed that it is not possible to clear the entire 1993 year initially as DPC is going to be held for the vacancies of 2006-07 and 2007-08 only. For the 2008-09 year vacancy DPC, CR & SR of the last year also has to be called. 2. SDE(T) to DE(T) DPC: We requested to expedite the DPC as this work is done by a separate team. However the success depends upon the Circles which are yet to send the CRs. All other C/Ss are once again requested to expedite the process. We also requested to consider all the tenure transfers and request transfers in the cadre of SDE and DE prior to the promotion orders. GM(P) assured to consider the same. MEETING WITH GM(Estt), BSNL: GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Estt) and discussed: 1. Reply to DoT regarding deferred option: GM(E) informed that DOT (Finance) sought the details regarding the financial implication of deferred option. BSNL CO is going to ask the details from all the Circles/Administrative units by Monday. All C/Ss are requested to ensure that all the required informations are send by the units at the earliest. 2. Anomalies in pay fixation as per the BSNL pay fixation order: GM(E) informed that as discussed earlier the necessary clarification will be issued shortly. For those having increment on 01-01-2007, pay fixation will be done and then increment will be drawn in the revised basic pay. In the case of pay fixation for those who joined after 01-01-2007 in old 9850 scale, direction will be issued to protect the pay on pay fixation. The files are already sent to Finance wing by the Estt wing. |

Pay loss in the case of JTOs recruited in the year 2005: The pay loss in the case of JTOs recruited in the year 2005 (joined after 01-01-2007) on implementation of pay fixation in E1 scale has been already brought to the notice of BSNL Management and requested immediate remedial action.
Benefit to JTOs recruited in 2001 and 2002: On implementation of the Pay revision w.e.f 01-01-2007, JTOs recruited in the year 2001 will get their first Time Bound Promotion on 01-01-2007 itself instead of getting after six years as their pay will cross the minimum of SDE scale (Rs. 22500/-) on 01-01-2007 itself. Similarly JTOs recruited in 2002 will get their first Time Bound Promotion on the date of completion of four years service itself instead of six years as their pay will cross the minimum of SDE scale in four years. This can be implemented after notification of E1A and E2A scale. This may be brought to the notice of all the JTOs by the C Secs/ SSA Secs/B Secs |

Group of Ministers (GoM) formed by the Govt. to sort out the issues raised by Oil Sector Officer's Associations in their recent agitation regarding pay revision recommends: a) additional 9.7% of fitment in IDA as on 01-01-2007. New fitment for IDA will be 78.5% instead of 68.8% 01-01-2007 ( the basic pay will increase ). b) for the payment of RISK PAY for the CPSUs as recommended by 2nd pay panel based on categorisation. Developments regarding ITS absorption.
Joint forum of BSNL/executives and non executives met on 12th Feb.,09 to chalk out future strategy and course of organizational actions to expedite and conclusively resolve the issue of absorption of ITS Gr A in BSNL. After extensive discussions, it was unanimously decided to observe following programmes of organizations actions at Corporate/CGM and SSA level. A) To observe 24th Feb.,09 as “BLACK DAY” by wearing black badges and holding Lunch/Closing hour demonstrations at Corporate/CGM/SSA levels. B)To observe full day Dharna on 17th March.,09 at Corporate/Circle/SSA levels C) To participate in full day strike on 25th March,09. D) To participate in indefinite strike, the date of commencement of which shall be decided and notified subsequently. Start making extensive and base level organizational preparations to make the programmes of organizational action, including strike on 25th March,09, complete and astounding success. |

FLASH NEWS: Regarding Group A R/R.
We reliably understand that Management Committee of BSNL has approved Group A R/R, with some minor changes which we are yet to know. This is very positive development. The association was struggling for the Group A R/R for the last several years. Regarding restoration of seniority of 1966 TES Group B Officers. We also reliably understand that Management committee of BSNL has accorded its approval of regularisation and restoration of original seniority of 1966 TES Group B Officers who were reverted in terms of loss of their TES Group B seniority. This is also very positive development.

In view of no much developments at BSNL HQ, United Forum decided to continue with the program of Agitation. Lunch Hour demonstrations to continue today also. 2nd day demonstration programme successfully and more enthusiastically implemented through out the state. At Jaipur, the lunch hour demonstration was conducted at the office of CGM, Rajasthan Circle. There was an enthusiastic participation by comrades of United Forum. There was spontaneous response from the comrades throughout the Rajasthan state. Reports of massive participation in the demonstration held in all the SSAs of Rajasthan Circle has been received. The comrades have shown great enthusiasm and involvement. The demonstration on 4th Feb 09 and DHARNA programmes on 5th and 6th Feb 09 have to be successfully implemented by the participation of full strength membership.Struggle is to be continued with whole hearted participation and vigour till we acheive the goal. |

PENSION TO BSNL STAFF: DOT clarifies that payment of pension to absorbed staff in BSNL is the sole responsibility of the govt. under the provisions of sub rule 21 of rule 37A of CCS pension rules 1972, regardless of the fact whether BSNL is in a position to make pensionary contribution to DOT or not. This sets at rest all the doubts about the role and responsibility of the govt. to pay pension to all those absorbed in BSNL from DOT.
New Pay Scales: BSNL has approved the pay scales for executives in accordance with the orders of DPE except that for JTOs and SDEs it has approved mid scales of E1A and E2B. These scales along with the 30% fixation of IDA pay w.e f 1.1 2007 as approved by DPE have been sent to DOT for issuing of presidential orders. We expect the proposals to be cleared very soon by DOT.
Perks for Executives: A committee to decide future perks for executives has been constituted under the Chairmanship of Executive Director/finance, corporate office, Sh S.R.Kapoor. Association shall be interacting with the committee very closely.
IDA Pension: Decision regarding revision of IDA pension on CDA pattern in accordance with 1972 statutory pensionary rules is being awaited from Ministry of law.
Merger of 50%IDA for those who retired prior to
DPC from JTO to SDE: We make an fervent appeal to the CSs of all those Circles from where CRs from JTO to TES Gr B promotion have not come to ensure that CRs are sent as expeditiously as possible so as to get the promotion orders from JTO to TES Gr B against seniority cum fitness quota issued as early as possible. This must be treated on utmost priority.
DPC from SDE to DE: DPC from TES Gr B to adhoc STS expected to commence shortly.
Group-A RR: Gr A RRs are expected to be notified very shortly. Various discrepancies contained in the draft Gr A RRs have been set right.
Reforms in Existing Structure of BSNL: Sweeping reforms in the existing structure of BSNL are expected to be introduced very soon. Boston consultants are presently examining the whole issue of bringing about sweeping changes in the organizational structure so as to create exclusively vertical and independent wings in business development and growth, marketing, sales, GSM, HR and all other related aspects that help BSNL in meeting the stiff emerging competition in the telecom sector effectively and successfully. We are in touch with the consultants to give them our inputs. Inputs from the field units on all these critical issues would be quite useful, relevant and must be immediately mailed to CHQ.

It is also learned that board has approved E1A / E2A (Mid pay scales) for JTO/SDE as an interim measure and E3, E4 etc. for Sr. SDE, DE etc. Very shortly this will be sent to DOT for final approval and notification being the administrative ministry.

NEW08thJan-2009: CHQ NEWS: Issue of merger of 50% IDA with basic for those having retired prior to 1.1.2007: Revision of Pension on CDA pattern: ITS Absorption: Association was informed by M (F)/DOT that the file for clearance of this issue is being sent to DPE since DOP & P(W) has informed DOT that they have no role to play in this issue and has suggested to send the file to DPE. A positive note is being sent to DPE by DOT on this issue. Association met Secy/DOT and expressed its profound gratitude to him for getting the orders relating to payment of pension by the Govt. to absorbed employees of DOT in BSNL issued, after getting due clearance from Department of expenditure (MOF) and DOP & P(W). Secy/DOT assured that he is trying to expedite the clearance of issue of revision of pension on CDA pattern from Ministry of law and said it will take a little more time to get settled. After getting clearance from Ministry of law, the process of absorption of ITS Gr A in BSNL would be expedited and completed as soon as possible, Secy/DOT mentioned. The same assurance was given by M (F)/DOT on the specific issue of revision of pension on CDA pattern as far as IDA scales are concerned. |

GS Com.G.L.Jogi, AGS, Com A.A.Khan, as a part of UF delegation met CMD BSNL on 31st December-08 and discussed following important issues:-
A) Regularization of existing adhoc STS officers and their promotion to regular JAG and filling up of STS vacancies on regular basis:
CMD mentioned that consequent upon finalization of Gr A RRs which are likely to be finalized shortly, the process of regularization of adhoc STS Officers and their promotion to JAG would commence. Also filling up of STS vacancies on regular basis to the extent of 50% of ST posts would also start immediately.
B) Recruitment of JAG officers in specialized areas of business development and growth, marketing, sales, HR etc:
On this important issue, United Forum emphatically mentioned that the entire exercise of recruiting professionals at JAG level in highly specialized areas of business development and growth, sales, marketing etc would be completely defeated in case professionals in these key areas are recruited at SAG level also so that these JAG officers report to professionals in these areas who shall be taking right policy decisions in these critical areas of growth of BSNL. In case these JAG officers have to report to existing SAG officers, having absolutely no background, knowledge and expertise in these crucial areas, the whole process would be derailed. Besides, these JAG and SAG officers to be recruited in these areas should be permanent employees of BSNL, not merely on contractual basis. Recruiting them on contractual basis would prove counterproductive because they would lack sense of belongingness to the organization that is so vital for its growth. UF suggestions were very well received by CMD who assured positive consideration of UF suggestions.
C) Review of the existing dual promotion policy:
United Forum, leaders became happy to know from CMD that he does not find any need of having two channels of promotion for executives. Instead, he was of the opinion that promotions up to STS should take place on time bound basis, with change of designations as is prevailing in CPSUs. Promotions to JAG after reaching STS should be linked to availability of posts. There should be no parallel post based promotion up to STS, CMD was of the opinion. We informed CMD that basically this is UF demand for which associations have struggled a lot, but, unfortunately this basic demand of UF was never agreed to by the BSNL Management. CMD mentioned that he would discuss the issue with the concerned officers on the above lines.
D) Formation of exclusive wings for sales and marketing at SSA levels:
CMD wanted full support of the Associations to introduce a fool proof mechanism to having exclusive wings of sales and marketing at SSA levels. UF leaders assured CMD that his initiatives on this important issue would be fully supported by both the Associations in all respects. It has to be our endeavor, therefore, to ensure that full fledged wings of sales and marketing come into existence at SSA levels. United Forum assured CMD BSNL that Our CSs, SSA Secy’s and activists of the Organization will get fully and whole heartedly involved in taking serious initiatives to build up these wings in a formidable manner. This is an extremely important challenge before all of us which has to be taken up with great determination and commitment.
E) Replacing existing mid scales for JTOs and SDEs by standard E2 and E3 pay scales as decided by the Govt.
Association explained in detail the entire background of the issue in the context of the classification of BSNL in A+ category but the pay committee and the decisions of the govt. to introduce standard pay scales for CPSUs in A category. United Forum strongly pleaded with CMD to end the existing anomalous situation of having mid scales by replacing them by standard scales approved by the govt. As far as financial impact of introducing standard pay scales from E2 to E7 is concerned, it is just negligible because all the existing executives have crossed the minimum of standard pay scales. The only limited implications would result in the form of increase of pensionary contribution by BSNL. CMD said that replacing mid scales by standard scales would have to be approved by DPE since mid scales are having approval of DPE. UF requested CMD to initiate processing of the scales so that it can be vigorously pursued at DOT and DPE level. CMD assured that he would consider UF request.

In order to settle long pending issue of ACP, we have demanded of formation of committee to examine the issue of ACP in totality and as a positive move a Committee has been formed under the Chairmanship of Shri Pradeep Nagpal, GM(SP) to examine the issue. The other members of the committee are Shri Shakeel Ahmed GM(SR), Shri P.K.Purwar GM(CA), Shri Saurabh Tyagi DGM(BW). DPC for promotion from SDE(Civil) to EE(civil) for approx. 40 vacancies is over and very shortly the posting orders will be issued. Discrepancy in JTO recruitment : The JTOs recruited for the year 2007 under OBC/ SC/ST categories though high in merit list were posted outside the Circles while JTOs down in merit list were retained in the same Circle. This discrepancy was highlighted by us to Management and it is known that the same has been corrected and intimated to Circles. |

Meeting with CMD: Association was called by CMD/BSNL for a discussion: Our association and AI BSNLEA were called for a discussion by CMD on the issues relating to very low growth of services and floating of 10% IPO. CMD informed that while BSNL added nearly 3.5 m lines ( Wired+ GSM + CDMA ) during first quarter of this year, nearly 2.8 m were surrendered and the net addition during the first quarter was hardly 0.7 m in all the segments. What is alarming is that CMD revealed that surrender in GSM segment has reached an incredibly high proportions. CMD asked us to appeal to our members to put in their best efforts to improve quality of service as well as customer interface. These are the critical areas to be plugged in to boost the growth. We find in this regard that there is practically no follow up action reported by any of our CSs on the resolution adopted in our Chandigarh CWC meet to form committees at SSA level to identify reasons of migration of users, take remedial action and monitor quality of services. No CS has so far reported any action on this resolution to CHQ. CMD further explained the benefits of floating of IPO and how and in what manner it is going to improve the growth of services and the standing of the company in the market. From our side, we explained at length and quoted various instances where the CPSUs are growing pretty fast without being listed. We also clearly mentioned that BSNL has sufficient reserves for at least another three years to fund its expansion plans and additional resources are not needed for another three years. Besides, listing of the Company has no relevance as far as competitiveness and growth of the Organization is concerned, we further elaborately explained. GS and AGS, Com khan, represented SNEA(I) in the meeting. Meeting with Dir(HRD): GS and AGS , Com Khan, met Dir(HRD) and discussed various issues, like modification of orders of TES Gr B promoted to adhoc STS of Chennai Telephoes/KTK Circle etc. Issue of irrelevant orders issued by CGM/PB was also discussed. Director(HRD) assured that the issues discussed would be considered. Meeting with DDG(Est.): Issue of withdrawal of ACP was discussed in totality with DDG(Est.). We put forth some basic arguments in support of our demand to continue ACP in the upgraded pay scales which is affecting more than 500 persons. He assured us that the matter will be discussed with Dir(HRD) very soon. Besides this we requested DDG( Est.) to consider the requests of the JTOs seeking transfer to other Circles at the time of posting of 3591 newly recruited JTOs and accordingly carry out rebalancing. DDG (Est.) assured that almost all the requests of JTOs having completed five years of service would be duly considered at the time of posting of fresh batch of JTOs. Meeting with DDG(P) & Jt.DDG(P): Various discrepancies observed in the draft Gr A RRs were pointed out by us and discussed against the backdrop of the agreement that we have had with the Management in the Joint Committee. We will be very soon submitting a comprehensive response to the draft Gr A RRs in complete consultation and discussion with our sister Organization AI BSNLEA. The issue of retaining some more STS officers in CH/TD taking into account some additional vacancies existing in Chennai/TD and the discrepancy noticed in the posting of STS officers of KTK was highlighted. In both the cases we were assured of review. The issue of early finalization and release of the All India E/L of JTOs for promotion to TES Gr.B was also requested. |
Day long dharna by Comrades of SNEA(I) a superb success -- heartiest congratulations - keep it up. A day long Dharna of SNEA(I) was observed at PGMTD Jaipur as well as all SSAs to protest the unlegitimate merger of ITI in BSNL by the Government. A huge gathering was observed at massive Lunch Hour demonstration at Circle Office as well as SSA HQ Levels under the banner of Joint Forum to Strongly protest the merger of ITI. Main Demonstration was held at Circle office Jaipur where large number of comrades from Joint Forum participated and protested the ITI merger. Considerable awareness on the issue of merger of ITI with BSNL has been generated as a result of day long dharna and the serious consequences of merger have been largely focussed. We congratulate Comrades of joint forum in general and SNEA(I) particular for making day long dharna and lunch hour demonstration successful. Deligates of SNEA(I) along with CS Sh S K Sharma were met to Hon. CGMT Rajasthan Sh. G K Agrawal, and has submitted a memorandum regarding Strong and total opposition of SNEA (India) on proposed merger of ITI with BSNL and ‘Sensitive issues of growth of BSNL '

Leaders of United Forum met Hon. MOC(IT).In the meeting the Minister directed the CMD BSNL to issue 50% IDA Order today. Later on Meeting of Leaders of Joint Forum was convened and it was decided to Call Off the trade union action Program.
A day long Dharna along with lunch hour demonstration was organised all over the Rajasthan under the banner of Joint Forum on 28th & 29th May 2008. A mass gathering was observed at PGMTD Campus in Jaipur. Reports from other SSA HQs are very positive & encouraging. |
